Earthaven was founded in 1994 on 329 forested, mountainous acres about 50 minutes from Asheville, North Carolina. It has around 75 adult residents and 25 children as of 2025. After Hurricane Helene in late 2024, the community drew significant national attention for the way its mutual-aid structure functioned during the regional disaster.
The constitutional architecture is federated. Three layers sit on top of one another:
The first layer is the Earthaven Ecovillage Association, a homeowners association that owns the common land (the 329 acres) and holds the broadest governing authority. Residents are required to cooperate in decision-making, village maintenance, and common-life processes.
The second layer is the 12 residential neighborhoods, each owned by a separate legal entity. Most are housing cooperatives. Some are LLCs. Each neighborhood has its own internal agreements about how housing decisions, shared spaces, and neighborhood-scale governance work. A resident at Earthaven is simultaneously a member of the Association and a member of a specific neighborhood entity.
The third layer is the Covenants, Conditions and Restrictions (CCRs), the legal instrument that binds property use across the whole site to the ecological and social commitments the community has made. The CCRs are referenced in public documentation; the full text is held internally and is available on request from the community at information@earthaven.org.
This federated design is the constitutional choice that distinguishes Earthaven from earlier American ecovillages. Twin Oaks holds everything in a single corporate body. The Federation of Egalitarian Communities federates between communities. Earthaven federates within one community: the common land is collective, the neighborhoods are cooperatively owned, the legal instruments are layered. Decision rights and liability are distributed across the layers rather than pooled in one organization.
For a researcher, Earthaven is the case where the constitutional design is best read as architecture: who owns what, who decides what at which layer, how the parts fit together. The CCRs are one document inside that architecture. The architecture itself is the constitution.

## Living examples and entry points for community builders
If your community is struggling with the question of scale, specifically whether everyone needs to agree on everything or whether sub-groups can hold real autonomy, here is what others have done and where the door is.
Earthaven, in Black Mountain, North Carolina, organized itself from the beginning as a federation of neighborhoods rather than a single undifferentiated group of 60 people. Neighborhoods make their own decisions about land use, building, and daily life within a shared framework. The whole community makes decisions about shared infrastructure and common agreements. The structure has been in continuous operation since 1994.
Huehuecoyotl, in Tepoztlan, Mexico, uses a similar federated logic. Sub-groups hold real authority over their domains, and the coordination layer handles what cannot be decided locally. It is a different cultural context and a different history, but the underlying structure of autonomous cells within a common framework is comparable.
Some GEN Europe member communities, particularly those that have grown beyond 40 or 50 people, have moved toward neighborhood-as-cell organization as a practical response to the decision-making load that full-group consensus creates at larger scales.
Damanhur's Nucleo model, in northern Italy, is a federated structure with a more hierarchical coordination layer on top. The sub-units are real and have genuine autonomy in some domains, but the overall governance is less flat than Earthaven's. Comparing the two shows how federated structure can coexist with quite different distributions of power at the top.
Where the door is:
- Earthaven has a visitor program and publishes substantial documentation about its formation and governance. It is one of the more legible communities for outsiders trying to understand a federated model in practice.
- Diana Leafe Christian's "Creating a Life Together" (2003) draws heavily on Earthaven's formation experience. It is practical and specific in ways that most community formation literature is not.
- The most useful question to put to your group before choosing a structure: what is the right unit of decision-making for different categories of decisions? Housing, diet, money, land use, visitors, conflict, membership. You may find that the answer is different for each category, which suggests a federated structure almost by default.
One caution: federated structures solve coordination problems by pushing decisions down to the neighborhood level. They create a different set of problems around shared infrastructure and shared costs. Who maintains the shared water system? Who pays when a neighborhood wants something that benefits everyone unequally? Earthaven has navigated these questions for more than 30 years, and the conflict history around shared infrastructure is as instructive as the successes. The structure does not make those problems disappear. It just locates them differently.
